Medical Insurance
The Town offers a High Deductible Health Plan - Health Savings Account (HDHP-HSA) through Blue Cross Blue Shield of Rhode Island. Coverage begins the first day of the month following the employment or eligibility date. This page has information regarding non-bargaining unit members. For specific health insurance benefits related to bargaining unit members, please refer to the specific collective bargaining agreement.The Town's Plan is self-insured. The in-network annual deductible is $1,500 per person / $3,000 per family. After the deductible is met, there is no cost for qualified medical expenses. After the deductible is met, employees move to a 4-tier prescription drug plan, with a out-of-pocket maximum of $3,000, which after being met, all qualified prescription expenses are no cost.
Preventative Care
Employees and covered family members receive an annual preventative care benefit with no cost sharing each calendar year when using in-network providers. Deductibles are waived for this benefit.
HIPAA
The Health Insurance Portability and Accountability Act (HIPAA) is a law mandating that anyone belonging to a group health insurance plan must be allowed to purchase health insurance within an interval of time once the previous coverage is lost. The law protects employees, especially those with long-term health conditions, who may be reluctant to leave jobs because they are afraid of pre-existing condition clauses will limit coverage of any such conditions under a new insurance plan and losing health insurance due to a change in employment status.
Term Life Insurance
A voluntary term life insurance program is available through payroll deduction. Premiums are 100% employee paid and are based on age and amount of coverage selected.
Cancer Coverage
A voluntary plan is available through AFLAC. Premiums are 100% employee paid.
Cafeteria Plan IRS Section 125
Voluntary employee participation. This plan allows for the payment of Health, Dental, Life and Cancer premiums and qualified Dependent Care Expenses & Vision and Dental Expenses on a pre-tax basis. Elected contributions are not subject to State or Federal Taxes or FICA tax.
